Why the OUTA Branch?
The community of Johannesburg Metropolitan Municipality approached OUTA to assist in the process of organising communities to participate in the technical aspects of municipal policy making and budgets. After investigation the various queries raised by Johannesburg residents, it became clear that various issues revolve around the lack of accountability within the Metro. Due to the status quo, it was decided to establish an OUTA Branch to enable residents by developing an platform for engagement, free from politics with a shared view to hold those who govern this municipality accountable and to ensure public funds are being managed and spent efficiently while maintaining transparency.
How we work?
OUTA Local provides the local community with a well-established and organised support system including research, investigations, litigation, communications, empowerment and a financial platform.
The committee will represent the interests of residents within the jurisdiction of the Local municipality which will be guided and empowered by the Regional Management team and OUTA’s national offices.
This endeavour is completely dependent on the sustainable crowd funding method whereby residents within the Municipality fund the initiatives of the OUTA local branch.

The only way a local initiative like this can succeed is through residents taking ownership of their problems by enabling the sustainability of their local branch through a recurring monthly contribution.

From 2013 to 2015, with the advent of the e-toll launch, two additional part-time team members were contracted to assist with communications and writing. All this while, OUTA continued to be governed by its constitution, holding regular board meetings and receiving input from its advisory committee.
It was during the final quarter of 2015 when OUTA changed gear and began to transform into a larger movement that would tackle matters of general Government corruption and maladministration of tax-payer’s money, and over the next two years, OUTA grew rapidly from a four person team to 38 full-time staff. Naturally, along with this significant expansion over a short period of time, manpower structures and the introduction of policies and procedures were required to keep pace with the changing demands, roles and responsibilities of its people.
In mid-2017, OUTA contracted an external tax and compliance specialist and revised its constitution to that of a formal Memorandum of Incorporation (MOI), ensuring that the organisation kept pace with compliance of NPO’s and Companies Act regulations, whilst also addressing the need to allow for additional directors to cater for OUTA’s plans to grow into a larger and broader based Non-Profit organization.
Cape Town Drought Levy
OUTA is fully aware of the dire situation that the city and surrounding areas of Cape Town finds itself, in dealing with the water shortage crisis. By no means is OUTA’s involvement in the City of Cape Town’s plans to apply a Drought Charge, intended to obstruct the need to address the water crisis and as such, we implore all urgent and legal mechanisms are ventilated to ensure the city does not run dry.
The community, including local businesses, are the “shareholders” of the municipality and have every right to know where the money, be it MIG funding, equitable share, other grants and income from rates and taxes, is being spent. Transparency must be fostered by providing the public with timely, accessible and accurate information.
The Municipal Calendar indicating timelines for finalization of the Budget, SDBIP, Annual Financial Statements, Annual Report, In-Year reporting, Adjustment Budget and the IDP, must be circulated and made known to the public. It is convenient for Municipalities to keep information away from the tax and rate payers, this way few questions will be asked.
The point of departure would be the IDP, the IDP should be a bankable business, outlining the annual development of the Municipality and key performance indicators.

Conditions of being an OUTA Contributing Supporter
- As a contributing supporter, I show solidarity with OUTA’s vision and mission to act on my behalf – and that of South African society as a whole – as a collective action vehicle to tackle and challenge cases of maladministration and corruption, largely within state-owned entities and the public service at all levels of Government.
- I acknowledge that OUTA’s efforts and actions will be left entirely to the decision-making processes of its management, executive and / or board and that on occasion their activities may involve legal protection and defence programs aimed at defending its supporters or the public at large on specific matters of decision to seek outcomes or a result in favour of society.
- I am aware OUTA is a non-profit organisation and I can at any time, cancel my monthly debit order or other funding method selected by me.
- OUTA’s E-Toll Defence Umbrella Program.
- OUTA’s E-Toll Umbrella Defence is limited to its ability to manage the volume and costs of e-toll summonses and cases it notified of, relating to the non-payment of Gauteng Freeway e-tolls.
- Although OUTA intends on defending each and every person in the event of e-Toll prosecution, I understand that I am not guaranteed of representation as this is only possible as regards OUTA’s capacity to do so.
- That even as a voluntary contributing supporter to OUTA, I do not and cannot expect any direct services or benefit from OUTA.
- OUTA is a non-profit organization which, amongst its broad range of activities to defend society against the abuse of tax-payers’ revenues, provides legal defense of e-Toll related matters for its supporters, by practicing lawyers.
- OUTA cannot and does not guarantee the outcome of any legal matter.
- OUTA will not be held liable for any damages suffered as a result of gross neglect or wilful behaviour of any instructed lawyer.
- OUTA’s legal defence and/or assistance will be retracted in the event information is received indicating my involvement in any fraudulent activity regarding my e-toll account.
- Legal representation will only be facilitated once all the documents required have been received by OUTA’s appointed case manager.
