The holder of this position will be responsible for the collection, interpretation and communication of submissions and other forms of information flowing from & between OUTA and Parliamentary oversight committees. The successful candidate will identify, share and process relevant information, regularly engage with Parliamentary staff as well as Members of Parliament to further OUTA’s advocacy role in the oversight and policy making function of government. This position requires an experienced Parliamentary liaison or information specialist with strong communication skills who has a keen interest in South Africa’s legislative government.

Duties and responsibilities

The Parliamentary Liaison will be required to:

  • Scrutinise Parliamentary committee reports and budgets for errors, corruption, maladministration and irregularities
  • Perform office related tasks from time to time
  • Ensure all relevant information and documents are captured and organized according to OUTA information management systems
  • Comply with the proper information systems for reporting, OUTA policies and procedures, and statutory requirements
  • Regular feedback reports to supervisor
  • Maintain personal diplomacy and professionalism as a representative of OUTA & civil society in Parliament
  • Assist in organizing meetings, seminars etc.
  • Promote & nurture relationships with representatives of likeminded organisations operating in the Parliamentary sphere
  • Keep abreast of latest news, information and developments relevant to ongoing projects
  • Factual, concise and well-written reports and letters, ensuring integrity and relevance
  • Analyse information obtained
  • Attend Parliamentary committee meetings to gather information and identify, collect or distribute relevant documents
  • Maintain a high level of academic integrity in research and be responsible for quality of own deliverables, double checking against all possible checks, before passing on, avoiding plagiarism
  • Liaise and engage with various role players maintaining absolute confidentiality at all times.
  • Assist in planning of research in terms of objectives, research design, modelling and analytics, solutions and methodologies
  • Identify critical issues in assigned fields of focus and develop expertise in these areas

Required Experience

  • Recommended – Minimum 3 years’ experience in a similar or related position
  • Parliamentary Liaising experience highly recommended
  • Degree in economics, law, public administration, political science or related field required
  • Lobbying experience is advantageous
  • Working knowledge of legislative, public finance and political terminology
  • Understanding of finances and accounting processes in the public sector
  • Proficient in various software packages e.g. Microsoft Office, Project Management etc.
  • Keen interest and drive to find solutions on national issues affecting service delivery, maladministration and financial mismanagement by government officials and politicians
  • Effective time and project management skills
