The Integrated Development Plan (IDP):

Every municipality must have a 5 year plan that explains how it will improve residents’ lives. The plan must:

  • Identify development priorities and major projects the municipality will undertake
  • Explain how the municipality will finance these projects
  • Indicate what tenders will be issued

The IDP is reviewed every year when the budget is drafted. The IDP is linked to the political term of
councilors. After local elections, a council can choose to develop a new IDP or adopt the previous one.

Public Participation

The Municipal Systems Act enshrines the importance of direct
citizen participation:

  • in municipalities’ decision making
  • election of councillors every five years.
  • community involvement in local government.

Your Municipal Calendar

The community, including local businesses, are the “shareholders” of the municipality and have every right to know where the money, be it MIG funding, equitable share, other grants and income from rates and taxes, is being spent. Transparency must be fostered by providing the public with timely, accessible and accurate information.

The Municipal Calendar indicating timelines for finalization of the Budget, SDBIP, Annual Financial Statements, Annual Report, In-Year reporting, Adjustment Budget and the IDP, must be circulated and made known to the public. It is convenient for Municipalities to keep information away from the taxpayer, this way few questions will be asked.
The point of departure would be the IDP, the IDP should be a bankable business, outlining the annual development of the Municipality and key performance indicators

· National Treasury notice to Municipalities before 20 January of the amounts to be made available as MIG funding and Equitable Share.
· Mayor to submit quarterly financial report to Council
· MM to submit previous month’s financial report to the Mayor
· Submission of mid-term budget and performance assessment
· Mayor to table annual report containing the audited financial statements as well as the Auditor General’s report of the previous financial year to Council

· MM to submit previous month’s financial report to Mayor

· Consideration of the annual report by the Council

· Mayor to table reviewed Integrated Development Plan and forthcoming budget before the end of March in Council
· Availability of Integrated Development Plan and budget to be published in local newspapers

· Council considers the Integrated Development Plan and budget, which must be approved before the end of June
