Residents 1, City of Johannesburg 0: more proof of civil society’s power

The collective power of ordinary people was once again highlighted by the City of Johannesburg’s recent withdrawal of not one but two proposed levies after OUTA and others objected. Not only did the City drop plans for a new monthly charge of R230 per household on prepaid electricity, but also for a proposed R50 recycling levy in addition to the existing refuse removal charge.
