On 29 July 2020, OUTA submitted comments to the Department of Cooperative Governance and Traditional Affairs on the Local Government: Municipal Demarcation Bill B–2020.

OUTA agrees in general with the introduction of this bill in providing supplementary certainty on matters relating to municipal demarcation. However, the current local government legislative framework is convoluted. In order to understand the area in law that specifically deals with municipal demarcation, a vast number of governing provisions must be consulted in conjunction with each other. OUTA felt that it would be better to improve the existing law rather than rewriting it entirely.
