OUTA has expressed deep disappointment at Minister Buti Manamela’s decision to reappoint INSETA CEO Gugu Mkhize despite ongoing governance failures, four consecutive qualified audits, and evidence of ignored court orders.

Under her leadership, INSETA’s performance has plummeted, with chronic mismanagement of training funds and a breakdown of accountability.

OUTA warns that this reappointment undermines trust in the SETA system and signals tolerance for failure.
