PARLIMETER: A TOOL FOR REAL-TIME PARLIAMENTARY OVERSIGHT

OUTA, in collaboration with OpenUp and the Parliamentary Monitoring Group (PMG), has launched ParliMeter, a groundbreaking parliamentary oversight dashboard.

Funded by the EU’s Enhancing Accountability and Transparency programme, ParliMeter provides South Africans with real-time access to key parliamentary data, empowering civil society, journalists, and citizens to hold the government accountable.

What does ParliMeter track?

• MP attendance – Who shows up to plenary and committee meetings?

• Bill progression – Where does legislation stand in the process?

• Committee activity – How often and how long do committees meet?

“ParliMeter is more than a tool – it is a gateway to participatory democracy,” says Dr Rachel Fischer, OUTA’s Parliamentary Engagement and Research Manager. “By providing accessible and transparent legislative data, we empower citizens to hold Parliament accountable in real- time.”

ParliMeter presents data objectively – it doesn’t frame narratives but allows the public to interpret the facts themselves. Future enhancements may include MP voting records, enhanced committee monitoring, and more robust evidence-based policymaking tools.

This is just the beginning of our task to ensure transparency in Parliament, and we would like to get your feedback on the dashboard. Please visit www.parlimeter.org.za and help shape the future of parliamentary oversight.
