For the last three years OUTA warned that the AARTO Amendment Act is not a magic wand, but a rather problematic act and a driver demerit system that will severely affect the Constitutional rights of road users. 

According to Minister of Transport Fikile Mbalula, AARTO  would come into effect on 1 July countrywide. We say it can’t,  because the legal start date for AARTO has not yet been gazetted.
