The Water Services Amendment Bill introduces important structural changes aimed at improving water governance and strengthening intervention powers. These reforms are necessary.

However, legislation cannot compensate for weak leadership, political interference and poor consequence management at municipal level. Without political accountability and professional management, water security will remain at risk.
